Suggestion: Give Massifs Fists of reprisal

Reason: Massifs only purpose rn is RP, being /me sniffs for contraband. That's all there really is left to the Massif and we want to bring the fun aspect of it that we had a couple of years ago. One of the biggest sell points to CG is the Massif, and people get rather disappointed when they find out that Massif is just pure /me RP. So we think that adding this would not only help in recruitement to the actual regiment but also to our Security Officer Spec, aswell as provide needed assistance at either BL or FL. With this said, the Massif would make more of a presence in events however they're gonna be kept at BL with the Security Officer Handler. Only time Massif would be seen on the FL is if the Security Officer went FL to protect fleet.
There will be rules added to this equipment where it's only allowed in events and trainings. During Defcon 5 it will not be allowed and Massif will only use the Massif Tackle to assist in arrests. With the Fists of Reprisal comes 5 different abilities with different purposes but the ultimate ability (T) which we want removed and if devs can't remove it we'll simply restrict it from being used. Rule breakers will no longer be allowed to use the Massif.
We also want to remove the 100 armor that the Massif gets to balance this out.
