CO Rankplate bodygroup to be arrestable unless you're CO+

Suggestion: Make the CO rankplate bodygroup restricted to only CO+ and arrestable if caught using it under said rank, regardless of playermodel/lore character
Reason: It just makes sense, a SGT or 1st LT shouldn't be wearing the CO plate as they're simply not that rank. Having a playermodel that is a CO in lore should not be an excuse to wear it, just make said playermodel CO+ to wear. This should be added to Global Reg rules 12 same way as Pauldron and Kama rules are there, icl idk why it isn't already.
Now if you are caught wearing it by a CG you will first be asked to remove it as it's not a violent crime, if the caught trooper refuses to take it off they will be arrested for Identity Theft (Section 6B)

No, the old SG informed CG to arrest people who wore it but it was never written down therefore as he's no longer here we can't really follow it.
So as of right now it's not an arrestable offense.

I will just explain how it is in GM at the moment. GM Spec lead HFT (Head Flame Trooper) can wear the CO rank plate, since he is Commander Jet playermodel. HFT can also not be given out to people that aren't officers. So no SGT's are running around in GM with CO rank plate. Usually HFT is a Captain, but sometimes he can be 1st LT. Because of this GM Sub-spec leads KU-L (Keller's Unit Leader), have usally also been given permission to use the CO rank plate, the postion usally being compared to KU Commander Keller.

In short HFT = Commander of Flame troopers
KU-L = Commander of Keller's Unit

Wouldn't make sense for non-CO's to wear it, plus its only a little plate tag that just doesn't make sense to wear in RP.
