Changing Ribbons & Pathfinder Scouting

Suggestions:

Change WP Ribbons to the following:

• IRR to QRR (Quick Response Ribbon) to be given to those in WP who excel in thier Quick Response role in both speed and effectiveness.
• ACE to HRE (Hostage Rescue Excellency Ribbon) - Given to those who lead an effective hostage rescue into a building for a high value target when negotiations are not possible

Change PF Scouting to be the same priority as GC:

• PF will now be the only scouts within WP and will just be assisting GC with their role as scouts hence they would need to be sent out with GC so they can effectively do their new main job.

Reason: Now that the OOC suggestion has been passed and Generals vote is pending I need to sort out the stuff fleet need to accept for this all to go smoothly.
