AT-TE splash damage is very inconsistent

Description of Bug: AT-TE turret's splash damage is very inconsistent

How to replicate: Spawn an ATTE, shoot at someone with the turret. Normally it is supposed to do 400, but 95% of the time it does a lot less (if any). Please see videos below:

Looks like its functioning how its meant to be, but damn that is actually crazy
