Icl people should just use the last weapon used bind, and especially in ARC. Just use duelies with a ghook as the previous weapon, and then further on if you have long range combat just switch to Westar.

The fact that any Force Sensitive Negotiation = Jedi, I would assume Jedi But that is kind of flawed, I believe if anything if its a Force Sensitive user, there should just be a Jedi representative overwatching the negotiations to make sure WP/Fleet aren't being affected by the Sith

Well you're comparing a SSG job versus Medical Directive. Riggs is already good at it is, with him having access to MO level equipment pretty much or just weaker MD equipment and with him also having access to a solid weapon.
